Howard was born June 12, 1929 in Oakland, California, the only son of Ernest Fraga and Lucile Taylor. He attended St. Elizabeth Elementary School and graduated from Fremont High School in Oakland, CA. where he met and married his high school sweetheart, Arleene Margaret Anderson on February 19, 1949.
He is survived by his loving wife of 69 years, Arleene, and his nine children: Margaret Louise Lang of Twain Harte, CA; Charles Mark of Portland, OR; Martin Andrew of N. Canton, OH; Catherine Noel of Carmichael, CA; Danita Marie Rayhbuck of Sterling, VA; Stephen John of Windsor, CA; Dolores Lucile McDaniel of Windsor, CA; Jeffrey William of Tracy, CA; Maureen Ann Riley of Hughson, CA; 26 grandchildren and 23 great-grandchildren.
He proudly served in the U.S. Naval Reserve. His career in the biscuit industry spanned 39 years with Sunshine Biscuit Company, having started in transportation at the Oakland bakery, moving into management positions in Portland, OR, and Oakland CA, and served as its President and CEO in New York City, and Sayreville, NJ, from 1984-1988.
He subsequently re-settled in Windsor and Santa Rosa, CA. He was active with the St. Vincent de Paul Society as a volunteer and ultimately as President of the Santa Rosa area chapter. Howard will be fondly remembered for his many years of volunteer service at Santa Rosa Memorial Hospital. A lifelong commitment to his church saw him as a volunteer at St. Elizabeth Parish in Oakland, CA, Our Lady of Guadalupe Parish in Windsor, CA, and St. Eugene's Parish in Santa Rosa, CA.
Howard will be remembered by his family and friends as a "cribbage master', having taught his sons and grandsons the "finer points" of the game, an avid fan of American history, a gardener and a captivating conversationalist on almost any subject. His passions in life were his family and his deep Catholic faith.
